Awhile back, I posted some tips to help people get the most from the forums. Perhaps it came across too much like a rant, but it may be a starting point. That's here:

Also, I quite admire the forums over at CMS Made Simple. They take a hard line on non-CMSMS questions. They really won't tolerate it, and maybe that comes across as harsh, but people know not to cross that "line in the sand" that the devs have set. Read the thread on that here:

Not sure where we left this discussion, but were we considering a
re-draft of the rules thread? Lately I've been drifting to the opinion
that the current rules just don't quite cut it. (Which is not surprising
since they are 3 years old.)
I think that we need something easier to access, and more relevant to
the current user base. I think the existing format for the rules is a
tad unfriendly, and that we might catch more flies with honey.
So I'm thinking we produce a sticky "Welcome" thread that encompasses
the rules, whilst at the same time telling people useful stuff.
