[wp-forums] Rules / Hints modification

Not sure where we left this discussion, but were we considering a 
re-draft of the rules thread? Lately I've been drifting to the opinion 
that the current rules just don't quite cut it. (Which is not surprising 
since they are 3 years old.)

I think that we need something easier to access, and more relevant to 
the current user base.  I think the existing format for the rules is a 
tad unfriendly, and that we might catch more flies with honey.

So I'm thinking we produce a sticky "Welcome" thread that encompasses 
the rules, whilst at the same time telling people useful stuff.

For example, we need to mention simple stuff such as that if you click 
the "view profile" link you can see a list of all your threads. (Some 
folk don't know this, and complain that their thread has been deleted 
when in fact it was moved.)

We need to encourage the use of meaningful topic titles, rather than the 
typical "NEED HELP URGENT!!!".

In short, I think we need to make the Welcome thread an accessible 
version of the rules, then sticky it in each forum.  (Each forum should 
have a paragraph explaining the purpose of that particular forum, too.)

Oh and maybe a list of moderators with contact info for forum issues, 
though that may be a step too far.

I'll try and come up with a template, if anyone fancies taking a stab at 
it post your example up here.  Likewise if this is a rubbish idea then 
flame away. ;)
