Not essentially, but if rules are going to be imposed there should be a 
sticky thread explaining them, to counter the "why was my thread 
removed" stuff.

It's a hard one to judge. I mean, at some point someone must have 
considered the "Your WordPress" forum to be required, but now it just 
seems like a big SEO grab that various folk abuse.
