That's the second link this user has posted back to his own blog in the past
week.  The last one was a link to "best theme gallery".  Their profile says
"student" and "Poland", so the communication breakdown may be at play here.

There are no ads on the site, but it's obvious they are looking for traffic,
regardless of intention (IMVHO).

Regarding the codex page and the "your wordpress", I'm not sure everyone
agrees with that page.  That was written by Lorelle last summer, and there
was much debate then over the language, the formality.  There was a time
when the "your wordpress" was taken  off the front page, and it has been
discussed since about returning to that, however, I would often find threads
in that forum from those looking for legit help, just posted in the wrong
forum.  So take that info for what it is.

I'd also like to note that it is not uncommon to have discussions about
"favorite" plugins, etc.  Yes there have been discussions in the past, but
because of various issues with search function, failure to use, etc, they
creep up.  They aren't necessarily bad.  If this post had been worded in
that fashion, I don't think we'd even be having this discussion.
