[wp-edu] State purchasing requirements

Have any public institutions out there had any difficulty purchasing
online services like Akismet due to state contract regulations that
prevent terms like adjudication in another state? If so, were you able
to find a legal solution that allowed you to purchase the service?
This would also apply to plugins, backup services, or any other small
Internet service that rightly doesn't have the resources to hire a
lawyer for each customer?
