[wp-docs] WordPress Theme Submissions

Eye balls not working, nor is search. Isn't there a Codex article on how to
submit your Theme to the Theme directory? There is one for Plugins. I'm
sure we have one for Themes, listing dos, don'ts, what fors, and whys.
