Not the file named "home.php" per se, but the instruction to create it
for the purpose aimed at. It alludes to the conflict that creation of
files like home.php and blog.php will cause, owing to their native
connotation in the WordPress core.

Yes. The very fact that home.php exists in themes which is the first
choice for display of blog posts page in the template hierarchy is the
very reason for the specific instruction not to create it for the
purpose discussed.
