[wp-docs] Draft template

Per suggestion on this discussion, I've created a {{Draft}} template.  It 
still needs a little work but it basically says "This is a Draft so don't 
trust everything in it".  To use it, add {{Draft}} at the top of your page. 
I've also tried to create a category for Drafts like the CopyEdit so we can 
actually have a list we can look at to see what needs editing in draft 
form...but I'm sure I screwed it up so would a sysop please fix it.
