AFAIK we don't do this anywhere on WordPress.com. If a master fails,
somebody has to switch the masters and reconfigure hyperdb.

I've heard of master-master replication in which auto-increment is
elegantly done but I don't think that's what you have set up.
Unfortunately I can't advise you because I don't know about it.
