Comment:

 This change cannot be done without the advance knowledge and approval of
 someone on the dotorg team. Our deployment scripts cannot handle the
 conversion of an external to a directory. This essentially broke
 translate.wordpress.org.

 It appears that the GlotPress development community overwhelmingly opposes
 any future work in this direction, but that did not factor into the
 revert.
