 Cleanup patch to locales.php.  Makes it more consistent and also is a
 first pass at integrating some data from Unicode's Common Locale Data
 Repository (CLDR), a data set which Wikimedia, Debian, Mozilla, Google,
 Apple, others all support and which Unicode updates every six months (see
 http://cldr.unicode.org/). Here's what's in patch:

 - updated English name and native name based on CLDR (since these are
 visible below is a list of all changes to these; most are casing where
 languages that don't capitalize the initial letters of languages names now
 follow that rule for native name)
 - added CLDR code for those locales that have one
 - added first pass at language fallbacks. Considered using the CLDR
 fallback approach which is based on locale codes e.g. de_CH falls back to
 de. But we have enough locales not covered by CLDR we’ll need our own
 system. So started with what Mediawiki uses and then did some hacks to fit
 our own slugs.
 - added a few country codes and cleaned up some blank entries
 - added mysql collations for improved sorting
 - added some Google Play store locales (seem to use BCP 47 '-' v. Facebook
 using Unicode '_'); there's some more generalization we can do there
 - cleaned up ISO 639 codes to just use the highest level one (as a
 reference only; they don't seem to be used anywhere; added mi for Māori)
 - conformed object names to match slug (shouldn't be visible outside the
 class but should help avoid confusion)
 - misc. cleanup, consistent ordering

 Questions:
 - are nb and no duplicates of Norwegian Bokmål?
 - should we eliminate zn it seems a duplicate of the more updated zh-cn?
 - should we use Filipino (fil) instead of Tagalog (tl)? CLDR uses fil.
 - CLDR has a complete set of plural rules (see
 http://www.unicode.org/cldr/charts/latest/supplemental/language_plural_rules.html);
 should we add in here?
 - what other goodies should we add from CLDR?  it's got number formats,
 quote formats, casing, days, months, and lots more (see
 http://cldr.unicode.org/)
