 Not sure which values you're referring to (value = translations?), but I
 was picturing how GlotPress currently works. On import, new translation
 overwrites existing ones if changes are found.

 That said, import/export is just a nice-to-have feature especially for v1.
 I think it's ok to omit it for now.
