#92: Show references without links when there is no source file URL

Comment (by nacin):

Let's talk it out before any (more) commits occur. I don't think a revert
needed to occur 13 months later without any prior discussion.

These paths are public. Period. Export a PO file on WP.com and you'll get
the paths, at which point you can translate your stuff in POEdit before
re-importing. That's a terrible experience. GlotPress should expose
whatever data it has to make translator's lives easier.

If you don't want to disclose these (usually) relative paths, then don't
import POT files with paths. Just know you're probably making your
translators work harder, because 20,000 strings in one bucket could
 benefit from some additional context.

With regards to behavioral changes: There has never been a packaged
version of GlotPress. It is not 1.0. Even if either of those were true, we
aren't at the point where we should restrict ourselves from major changes
in functionality. Further, in this case, I doubt GlotPress ever explicitly
meant to suppress this information if the link was not provided.

We are building GlotPress primarily as a wordpress.org service, and so
that priority comes first. This helped on WP.org as a number of projects
were simply not configured with a path at the time. Beyond that, GP should
do whatever makes the most sense, especially in an open source context,
not whatever meets the specific needs of WP.com.

If WP.com doesn't want to expose these paths in the UI — but doesn't mind
exposing them in some other way — I'd be amenable to adding a filter here.
But if you actually want to suppress this data, you should not import it.
