 I always didn't understand why this functionality is on front-end.
 I do think that this is quite a useful thing, so imo it's better to
 preserve it but more to admin area.

 Regarding place - there are 2 options:1
 1) Settings -> BuddyPress -> (Notices)
 Special page as a tab under BuddyPress, leaving BuddyPress menu item
 itself where it currently is (under Settings).
 2) Move BuddyPress to top level position, above Activity top level item,
 and make each of its tab as a subpage (similar to the way WooCommerce
 did). Notices will become a visually separate page with different
 functionality.

 I prefer to go with variant 2), as it's already a discussion about this
 menu change in #6827.
