 I don't mind bumping requirement to 4.0. My only concern is we already
 announce we were bumping to 3.9

 I don't know if it's possible, but another scenario would be to do like
 @r-a-y did for embeds or like i did for the Avatar UI, check for 4.0 and
 enable the BP Email feature only if the required version for this feature
 match. Users having WP < 4.0 could still enjoy the other BuddyPress
 features.
