 Tidy up SVN properties.

 This first steps removes `svn:eol-style`, `svn:executable`, `svn:mime-
 type` on all files.
 The `svn:ignore` property on the root folder has been tidied up and
 matches WordPress core's example.

 A subsequent commit will re-instate `svn:mime-type` via `svn:auto-props`,
 and add some `svn:global-ignores`.
