 Is this a bug? Are they *supposed* to receive an email? If so, we should
 fix the bug rather than removing the setting (assuming it's a regression).

 I think that using a sidebar widget is more elegant. But, on the other
 hand, moving it to a widget makes it *optional* to display sitewide
 notices, which is not how it works in bp-default. The change could be
 confusing for new BP installations. Do other devs have a thought about
 this?
