Comment:

 I'm going to have to agree with DJPaul that an email blaster is beyond the
 scope of what BP should do. We provide member-to-member messaging because
 we're a social networking plugin. Admin emails to all members don't fall
 into this category. Moreover, admin emails would require a bunch of new UI
 work, in addition to various technical considerations (like the fact that
 mosts hosts will balk at sending the same email to more than a couple
 dozen people at the same time).

 Consider using a plugin like http://wordpress.org/extend/plugins/email-
 users/.
