 POSSIBLE bug ... I'm not sure.

 I noticed this because I was trying to find a way to allow people to sign
 up themselves on a WP/BP site, but have them not able to do anything until
 I approved their membership.  I thought setting the status of new users to
 "Inactive" would do that.

 This may not really be a bug in BP, but I did an experiment, signed myself
 in as a new user, and found that I was able to do things like create new
 groups, which seems inconsistent with the general definition of
 "inactive".  If BP DOESN'T want inactive users to create groups, then
 you've got a bug.

 I also noticed that my test user was automatically a member of one group,
 without intentionally doing anything.  Also, that group is actually a
 *subgroup* (using the Group Hierarchy plugin) of a larger group, but the
 test user is NOT a member of the *parent* group!  I didn't know that was
 possible.
