 I'm testing the same thing:
 - Dashboard > BuddyPress > Components
 - Uncheck User Groups (or any combination of other things)
 - Save Changes

 Changes are saved correctly. Is this a brand new installation? If not, can
 you try one? I know that this isn't likely to be a plugin compatibility
 issue, but would you mind trying with no other plugins?

 And if you are still having the problem, would you mind doing a bit of
 debugging of bp_core_admin_component_setup_handler() (bp-core/admin/bp-
 core-admin.php)? Maybe you can spot the place where things are getting
 hung up. Thanks so much!
