Comment:

 As you say, this is debatable. I personally disagree. We'd have to add
 special code to detect an outbound vs inbound link, which seems a bit
 over-the-top. You could also take this link and put it on the WP Core trac
 which make it non-BuddyPress specific (I don't think this would be
 specific to the Activity Stream).

 I think this is theme/plugin territory, RE:
 http://wordpress.org/extend/plugins/open-in-new-window-plugin/. Leaving
 open for second opinion.
