Forgive my ignorance if this is something that has already been
addressed, as I just joined this mailing list yesterday.

I would very much hope that people could have more than one blog, as I
think having the capability of group specific blogs would be a good
idea.

When I was confronted with a similar problem as this with a WPMU
installation, I divided all of the admin tasks/tabs that I had added
or needed to add into two categories, current_user-specific or
blog-specific.  This allowed the current_user-specific tasks to be
consistently located in the backend of every blog the current_user had
rights on.  If the current_user tried to visit the admin section of a
site to which they didn't have rights, they would be bounced to their
primary_blog/source_domain's admin area.
