Comment:

 I am able to successfully export on my installation of 2.8.1 (using a blog
 administrator account and a site admin account).

 Are you using the "Restrict Author" option on the export page?

 Is the user that you are logged in as a site admin? What role do they have
 for the blog that you are trying to export from?
