[wp-ui] Tabbed theme interface mockups

Sorry. I'm new here in this list so I might have missed the discussion about
what is the purpose and goal of the WP design group.

If the idea is to change the current look overall then I agree with Emil but
I believe we then need to look at WP from a wider view and make changes in a
top-down approach.

If the idea is to make small changes, then I stick to the 1st option.
