[wp-testers] MultiSite blog_public setting not retained?

Right... found the new location. :)

The problem is, on multiple sites, the setting changed from FALSE to TRUE.
This observation is based on two things:

1. Seeing the checkbox state being different
2. Sudden influx in spam comments to development sites
