I guess its seen as "Uninstall" in most peoples minds means to completely  
remove, Having a "Uninstall" and a "Delete" function wouldnt make sense to  
most users.

The end user doesnt need to know about the Uninstall process, Thats mearly  
for the plugin to clean up after itself on deletion, Its not designed as a  
way for the user to reset a plugin to its defaults AFAIK.

(Note: Other than a quick read of the uninstall ticket, i've not touched  
it, and was supprised to find it was actually included in WP recently)
