[wp-testers] 2.7 Plugins admin screen and uninstall

It would be nice to have a "behind-the-scenes" uninstall function
(?action=uninstall&etc...) so that plugin developers can test out their
uninstall function without deleting their plugin (boy would it suck if you
forgot to back it up first).
