Safari support is listed as "experimental" (meaning it doesn't work at
all, IMHE) and Omniweb isn't even listed.

So no, it's not odd that you're not seeing the interface in those browsers.

Also, in order to create a link, you have to first select some text to
link.  Did you do that?
