I had a similar thought to Andy in that http://thefunded.com could be a
model for something like this. I do think the potential for libel is real
though. There are some thieves out there, but in the majority of disputes
there are two sides to the story.

An approach that only outed a thief after multiple people corroborated the
story would be a good one.

How would a ratings system or blacklist provide any accountability?
How would you prevent someone from posting a libelous comment or false
acclaim?

The ratings systems of Amazon, eBay, and the like (mostly) work
because they have a big-name arbitrator (to handle disputes) and they
mediate the financial transactions (making gaming the system
cost-prohibitive).
