That's my take on it too.  I think you might be opening yourself up to 
lawsuits if you say so and so is a bad client and thus deny him services.  I 
run several animal welfare lists, and prohibit the "do not adopt" messages 
on those lists precisely for liability reasons.

I've had some weird clients, but usually I can sort of sniff the out the 
ones who are going to eat my lunch.  Also -- doing work for someone you 
don't know (and even sometimes when you do know them!) without an up front 
deposit is not a good idea. Similarly, a client who pays 100% up front is 
asking for trouble.  It really cuts both ways.

 The question is, I suppose, what is the policy for this list and is it 
considered libellous or flaming to talk about a bad experience directly on 
the list?  That's the moderator/list owner's call, I should think.

It sounds great...in theory.  But who's going to be the "judge?"  I can 
think of all kinds of scenarios in which pita clients might find their name 
on such a list, disagree, and threaten to sue.  And what makes a "good" 
developer?  Only the people we like?  Like I said, sounds great in theory, 
sounds ripe for misunderstandings (and worse) in reality.
