[wp-pro] Display Tags in RSS Feed

Need to list the post tags in the RSS feed for the blog.  Format should be
<Tags>tag1, tag2, tag3</Tags>

Not looking for a full plugin.  Just want some code to place in
Functions.php.

Please provide quote and timeframe.
