[wp-pro] Site Design and Other

We have a website we're interested in having
some work done to.  Basically we're looking to have a logo made, a home
page template, as well as a post template too.  We would like to maintain a news type blog.

The blog engine is called http://www.dotnetblogengine.net/ which
is an open source tool similar to wordpress but not as widely used. 
We're not looking for anything too sophisticated, but are interested in
what can be created on a low budget.
