[wp-pro] WP expert needed

I have a WP blog in development that needs some attention today from a 
WP expert.  Here are the issues:

   1. *Errors:*  The links to the post pages, archive pages, and
      category pages are not working and instead show a 404 not found
      error. I need these errors fixed.
   2. *Upgrade to most Current Version of WP
      *
   3. *Install and set up on the new blog the same 8 plug ins I am
      currently using on my old blog.*
          * One of these is an alinks plug in.  It needs to be set up
            with the exact same settings and keywords as is used in my
            other blog. The only difference is that the new blog uses
            php5 and requires a different version of alinks, whereas my
            old blog uses php4 and runs an older version of alinks
   4. *Identify the source of strange characters in some of the blog
      posts and have them removed. *
          * Perhaps the post and comment data needs to be restored??
