[wp-pro] WP or bb plugin to restrict based on tags e.g., visible only if tag contains "for:user_name"

Greetings,

I need help to develop a plugin that will display posts/comments (in all
views including RSS or disable RSS) to users _only_ if
1) they created the topic or
2) a tag in the topic/post is for:user_name

ps: of course, "for:" can be anything (using the same concept as in
del.icio.us)

I am hoping that there is 1 ( central ) filter *after reading tables* which
could be implemented.
