[wp-pro] installation for commercial site

Hi 

According to a WordPress representative who was going to help me install
my WordPress blog onto my personal site, said that he could not do it as
it was a commercial site and not a personal site.

I am a little confused as to what he means by this, what exactly is the
difference between the two?

And why could he not install it on a commercial site.
