[wp-pro] Need Plugin Created

Hi All:

I'm looking to have a plugin created. Basically, what I'm trying to do is assign a specific WP category to a specific WP user/author. I'm thinking it would be best to just place a new drop-down field (listing all available categories) on the user profile, and then allow only the Administrator to change the field. I'd also need some way to display the field (with a link to the category) within an author profile page or author description.

If this is something you can do, please contact me with questions (if you have any) and a quote to complete the project.
