license.txt should not be translated. If you wish you could add
another version of the license in your language, but due to legal
reasons the original license must be retained.

Yes, we could include wp-includes/wp-db.php. I have translated it
myself, but have forgotten it in the list.

The compressed files are now out if WordPress :-)
