[wp-forums] Highlighting great answers

Yes, I understand (and appreciate) this notion.

So, do we (as mods) allow people to 'pile on problems' to existing 
topics, or encourage them to create their own topics?
I see the latter most often.
Where should we, on WPORG forums... draw the line?
