[wp-forums] What's with all the Bozo's?

So, I've finally been able to come up for a little air after this update 
to WordPress 3.9.
Oh wait.. we're already on 3.9.1.  Seems like I may never get ahead ;)

Okay.. what is the deal with all the BOZO people on the forums?
I'm seeing more and more.. and some of the people I can't really 
determine a reason for why they might be BOZO'ed.

Can a BOZO happen automatically?
Or does it have to be done manually by a mod?
