[wp-forums] Where do I post for this

Okay, I've tried rephrasing this a couple of times and it hasn't worked, so
what I've been doing recently is helping out on a theme issue:

now need support with the conclusions I've made.
I'm thinking I need to post a new thread for this because, currently, I'm
only visible to the people who just happen to be looking into the thread,
and the conclusions I'm making are not necessarily theme-related.

So, I want to create a new thread to "discuss" the effects of switching
between thumbnail-generating functions, but am unsure where to post, in
which forum.
