I suggest that the IRC user get another talking to with an explanation that
a) that's not acceptable and b) if they don't get the hint this time
explain that they'll be banned in the #wordpress IRC channel.

If the hint doesn't take then escalate to those with IRC Super Powers and
ban the user.

That may be harsh and not entirely effective but IRC is a live medium and
after a few times enough is enough. If the user keeps coming back (remember
why Tor proxies were blocked?) either they'll fly straight or keep getting
banned.
