[wp-forums] Is it possible to set featured images from URL?

Hi.
This user is reporting he/she can't set featured images from a URL:
http://wordpress.org/support/topic/set-featured-image-via-url?replies=1.
I checked and I wasn't able to either (all plugins deactivated, 2011 theme).
Is that intentional or is it a bug?
It seems to me that if setting featured images from URLs is not allowed,
the "From URL" tab should be hidden so as to prevent confusion.
