I'm thinking I should close it since it's not a WordPress 'owned'  
site, and there's sod all we can do.

I flagged his account as a bozo (both nit3watch and Mutuuj) as a  
pre-emptive 'This looks like it could get bad, fast.' But I don't know  
why he thinks his account was deleted.

While he's within GPL rights to do what he did, I'm pretty sure  
WPMUDev are within their to ban him from THEIR site.  The whole not  
reselling business is clearly implicit, though they really should make  
it explicit. It's also not contrary to GPL to cancel any account found  
violating a site's policy, since it's not like the plugin magically  
vanishes and stops working.  You just can't get any more.  You can  
still sell what you have.  IMO his site ( http://mutuuj.com/ ) is  
theft of intellectual services, and unethical as all get out, but it's  
legal.
