That address goes to Mark Riley. For things that require action, he will 
reply unless it's from someone trying to get spam into the repo. At the 
core team meetup next week we'll be discussing (with Mark) what to do 
with plugin repo in the coming year etc. I know I'd like to see the 
management load spread so it's not all on one person's shoulders, kind 
of like with the theme reviewers team.
