[wp-forums] WP-Advanced Mods Only?

Should the WP-Advanced forum be Mods only, "Only moderators can post or move things into this forum?"  According to this user it is: http://wordpress.org/support/topic/389240?replies=12#post-1602169

If so, I certainly understand why, I just want to make sure that it isn't a bug introduced during the upgrade.
