[wp-docs] Administration Panels/Screens needs updating

English has been tightened and the images of the Screen Options are
3.3-ified. (Okay, it's wrong, but editing the HTML via Chrome's
inspector to be more 'vague' and less me was so silly and fun!)

Maybe the Admin Bar could be it's own little 'section' and not such a
huge CHUNK of text at the top? Seeing that would make Newbie Me feel
like this wasn't the page I wanted to show me what all the standard bits
and togs were.
