Someone more "in the know" feel free to correct me if I'm wrong, but I 
think it has to do with problems with the MediaWiki code. There's 
something special about the Codex that's keeping us from being able to 
upgrade to newer (faster, safer, etc.) versions. Plus the devs would be 
more comfortable hacking on something WP-based.
