[wp-docs] Feature requirements for the 'new Codex'

Codex is likely to be ported into a WordPress like format using the blicki
plugin (http://svn.wp-plugins.org/blicki/trunk/).

Developers are asking for input into what functions and wiki markup should
be included in that product.
