Ah, I sent that too soon to give a good answer to your question.

On that particular page reference to Advanced Topics - the first link is 
to the whole page. Each of the sections has an arrow after the title 
that takes it to the whole page. Because people will skip that, a 
specific link is at the top of each section.  The second link to 
#Advanced Techniques goes to that SECTION on the page. It happens, in 
this case, to be second on the list but it could be fourth or eighth on 
the front page list. Each section and major article (monitored on the 
Popular Pages) gets its own link. Advanced Topics covers a wide range of 
subjects, so if someone is only interested in Techniques (should there 
be a better name - that's worth considering) they get to the section of 
interest rather than the whole page where they have to scroll through 
the content.

This is the fun of HTML documentation where a clean table of contents is 
really hard to do.
