[wp-docs] Moving to a New Server

Recently, I moved from http://example.com/test to http://example.com by

1) Logging in as admin, changing the URL for the blog and WordPress
using the options page
2) moving the files in <webroot>/test to <webroot>/

That worked fine.

Ryan's method looks good too. Probably undefining RELOCATE after the
move would be better, too.
